Dear Voters of the Village of Adams Everyone else has or is still having their say regarding the Adams

Fire Hall Expansion Project. Now, I will have my say. So petitions against the resolution to borrow money have been received and validated which forces the issue to be included on the ballot on November 5, 2013. Thats the democratic way in our country and there is not a problem with it. Now, you need to cast your vote on November 5, 2013. If the resolution to borrow money is defeated, it kills to project. I urge you, to vote yes and let the project proceed. The cost is high and will only increase as more time goes by. The Village Board has discussed the project for several years. We have searched for grant possibilities and redesigned building plans, only to discover increases in labor; building materials and code changes. One such code change involved the need for a sprinkler system which added $100,000 to costs. The plan finally presented as addressing the space and safety issues, is only a garage w/ 2 bathrooms. One code change that is imminent is an exhaust system for diesel fumes. The village could be forced to install that in the existing building. This is why we need to build 6 bays to include all safety standards as we know them at this time. The cramped situation at the existing fire garage is unsafe, and does not allow for proper maintenance of vehicles or gear. The Village is fortunate to have the equipment and manpower that we do have which by the way, allows a very high rating that effects business and homeowners insurance premiums. Your Village taxes were raised from $6.68 per thousand to $7.10 per an increase of 42 cents per thousand for the year 2013-14. Fire dept. expenses are budgeted to be $237,670 including the cost of borrowing money for construction. The total budget for the year is $1,157,652. The cost of construction will be dependent on bids which have not been received to date. The borrowing of up to $1,200,000. Could be reduced with favorable bids, or any grants received. Your elected members of the Board of Trustees have worked out the financial aspects of the project and see this as a beneficial, and necessary

project for the protection of life and property; the protection of the investment we have in fire equipment and for the safety of our trained volunteers. Its unfortunate that members of our own planning board did not comment on issues that are the responsibility of planning board members but chose instead, to undermine the trust placed in the elected officials of our Village. They did so without ever attending a budget hearing or a monthly meeting of the Board of Trustees. Since this will be the last piece of business that I will conduct as your Mayor, I urge you to trust my word and vote YES for the resolution to allow us to borrow the necessary funds to build the garage addition to the Adams Fire Department. I am confident that it will not overburden the taxpayers and will gladly take appointments to talk with anyone to show you the true finance plan.
